Air Import Coffee Bean Tariff Rates and Declaration Elements:
First, to determine the import tariff on coffee beans, you must identify the customs code, as coffee beans produced with different processes and ingredients have different tariffs.
1. If they are pure coffee beans and coffee powder without any other ingredients added, the import rates are as follows:
a. For unroasted coffee powder and coffee beans, the import tariff is 8%, value-added tax is 17%, with no consumption tax. Related customs codes (HS) for coffee powder import: 09011100, 09011200.
b. For roasted coffee powder and coffee beans, the import tariff is 15%, value-added tax is 17%, with no consumption tax. Related customs codes (HS) for coffee powder import: 09012100, 09012200.
2. If they are products with coffee beans as the basic ingredient but with other ingredients added, the import rates are as follows:
Tariff is 30%, value-added tax is 17%, related customs codes (HS): 21011200, etc.
Other factors that may affect coffee powder import tariffs: agreement rates with relevant countries, ASEAN preferential tariff policies, least developed countries tariff policies, etc. For example: Chilean coffee beans and coffee powder import tariff is 1.5%, Costa Rica is 9%.
Air Import Coffee Bean Customs Declaration Precautions:
The arrival procedure for coffee bean import clearance is commodity inspection first, then customs. If the commodity inspection fails, the goods are not allowed to enter the country and must be returned.
Commodity inspection must verify the declared goods in the cargo supervision area: whether the packaging meets standards, whether the Chinese registered trademark is complete. Additionally, the cargo documents must be reviewed, including health and immunization certificates issued by the exporting country, certificates of origin, quality guarantee letters, etc. For coffee beans packaged in "pallets", if wooden pallets are used, the "fumigation certificate" issued by the exporting country must also be reviewed. Furthermore, random inspection of the goods is conducted. Generally, random inspection is performed on one-thousandth of the total cargo. Test whether it meets the national import coffee bean hygiene standards, and the remaining random inspection samples are kept for backup.
