According to the "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine," plant products must be inspected and quarantined by inspection and quarantine departments when entering the country. Only products that pass quarantine can be imported. Although roasted coffee beans originate from plants, they undergo high-temperature roasting processing above 200°C, making the risk of carrying harmful organisms extremely small. Therefore, roasted coffee beans are not products that must be issued with phytosanitary certificates as stipulated in the "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine."
Currently, our country does not require phytosanitary certificates for imported roasted coffee beans. However, raw coffee beans still need to provide phytosanitary certificates issued by official authorities in the country of origin when imported.
Imported Coffee Beans Also Differ Between Original and Repackaged
Currently, the countries (regions) allowed to import coffee beans into our country include:
Vietnam, Indonesia, United States, Brazil, Colombia, Uganda, Italy, Ethiopia, Guatemala, Myanmar, Costa Rica, Tanzania, Rwanda, United Kingdom, Papua New Guinea, East Timor, Kenya, Australia, Nicaragua, India, Taiwan (China), Austria, Spain, Germany, Dominican Republic, France, Honduras, Mexico, Zambia, El Salvador, Peru, Switzerland, Panama, Philippines, Ecuador, Jamaica, Singapore, Cameroon, Canada, Laos.
Like red wine and olive oil, coffee powder or coffee beans come both as original imports and as domestic repackaged products. Besides countries allowed to import coffee beans, importing coffee beans from other non-allowed countries (regions) requires application to the General Administration of Quality Supervision, Inspection and Quarantine by the importing country's official authorities, and can only be permitted after risk analysis by the General Administration.

Certificates issued for imports inspected before July 28, 2015, were "Health Certificates";
Certificates issued for imports inspected after July 28, 2015, are "Entry-Exit Inspection and Quarantine Certificates for Goods."
