Lincang District of Lincang City, Yunnan Launches Five Support Policies to Promote Healthy Development of Coffee Industry

Starting from 2012, upon passing acceptance inspections, the district finance department provides a subsidy of 60 yuan per mu to coffee companies. Second, cultivation and management reward policy. The district finance department includes coffee cultivation funds in the budget at a rate of 50 yuan per mu annually, establishing special reward funds, and distributes assessment rewards according to 10 yuan per mu for work expenses, 20 yuan per mu for planting rewards, and 20 yuan per mu for nurturing and management.

First, the seedling subsidy policy. Since 2012, upon passing acceptance inspections, the district finance department has provided coffee companies with a subsidy of 60 yuan per mu.

Second, the planting and management reward policy. The district finance department includes coffee cultivation funds in the budget at a rate of 50 yuan per mu annually, establishing a special reward fund. Rewards are distributed according to work funds at 10 yuan per mu, planting rewards at 20 yuan per mu, and cultivation management at 20 yuan per mu based on performance assessments. Among these, townships (towns), villages, and farmers who complete coffee planting tasks according to the "Five Ones" standard in the current year, upon passing assessment and acceptance, receive one-time rewards of 5 yuan per mu for the township (town), 5 yuan per mu for the administrative village, and 10 yuan per mu for farmers; work funds of 10 yuan per mu are provided to townships (towns) according to planting plans; starting from the second year of the planting plan, assessments are conducted continuously for 2 years based on survival rate, growth rate, and third-year fruit-bearing rate, and those passing the assessment receive one-time rewards of 5 yuan per mu for the township (town), 5 yuan per mu for the administrative village, and 10 yuan per mu for farmers.

Third, increasing investment in infrastructure construction. Coffee production roads within the project area are uniformly planned by the transportation department and relevant townships (towns). After village committees organize villagers to make decisions through "one matter, one discussion" public resolutions, the townships (towns) and villages are responsible for implementation. The standard requires roads to be over 3 meters wide, serving a planting area of over 300 mu, with the finance department providing a subsidy of 20,000 yuan per kilometer.

Fourth, those who complete pit and pond excavation tasks according to standards before March 30, 2013, and sign land transfer lease and subcontract agreements will receive a reward of 15 yuan per mu upon passing acceptance inspections.

Fifth, farmers who use land previously planted with corn and rice in 2012, as well as inefficient tea land, to plant coffee will receive a reward of 20 yuan per mu after verification and passing acceptance inspections.

Through policy incentives, as of now, Linxiang District has completed a total of 31,920 mu of new coffee planting and 6,371 mu of replanting and supplementation, with the coffee industry throughout the district developing healthily.
